For many residents in Berrylands, and for me personally, 2012 ended on a rather sad note. My friend and colleague Frances Moseley died after a lengthy battle with cancer. I would like to take this opportunity to pay tribute to Frances.
Frances was an amazing woman and a fantastic Councillor for Berrylands. She worked tirelessly for local residents, regardless of their party affiliation and was an independent voice for local residents, always doing what she felt was right for them.
Frances’ ‘can-do’ attitude was shown in everything which she did – from promoting residents associations to contributing to the continuing success of the Alpha Road ‘fun day’. As a school governor of Surbiton Nursery School she worked tirelessly to ensure its ‘Outstanding’ services could serve the entire community. Additionally, Frances worked very closely with the local police team to keep Berrylands as one of the safest parts of London.
Frances had previously chaired the Surbiton Neighbourhood committee and always spoke out on issues residents cared about – from local traffic management to planning and open spaces. Many residents will know Frances as the one they went to when they had a problem – she was renowned for pursuing an issue until it had been resolved!
Within the Council Frances was formidable, always pushing officers and fellow councillors to ensure that anything promised was delivered on. She led the roll-out of ‘Better Homes’ across Kingston. This five-year programme focuses on refurbishing council-owned properties to bring them up to a nationally recognised standard.
To her colleagues and all who knew her through community links and facebook, we have all lost a good friend who was ‘one of a kind’. Frances’ last days were spent at the Princess Alice Hospice in Esher. Her funeral was attended by hundreds of people from across the political spectrum and from all the community groups she was involved with, it was a fitting tribute to an amazing woman.
